Administrative and organizational structure of the Department


 

The administrative authorities of the Department consist of:

  1. Department Assembly (Article 30, Law 4957/22)
  2. The Department Assembly has the following responsibilities:
  • sets the general educational and research policy of the Department and its development path within the framework of the policy of the School and the Institution,
  • submits to the Dean’s Office the Department’s development plan, which includes the information specified in Article 27,
  • drafts the Internal Regulations of the Department and submits them for approval to the Senate of the Higher Education Institution (HEI),
  • compiles the Department’s registry of academic subjects in accordance with Article 144,
  • compiles the registry of internal and external electors for the election and promotion of members of the Teaching and Research Staff (TRS), in accordance with Article 145,
  • provides an opinion on the establishment, merger, division, renaming, change of scientific field, or abolition of Divisions of the Department,
  • drafts and submits for approval to the Dean’s Office the annual recruitment plan for faculty members in accordance with the educational and research needs of the Department and ranks the subjects to be announced in descending order of priority,
  • drafts and submits for approval to the Dean’s Office the annual recruitment plan for Special Teaching Staff (STS), Laboratory Teaching Staff (LTS), and Special Technical Laboratory Staff (STLS) in accordance with the needs of the Department,
  • recommends changes to the subject area of a member of the teaching staff in accordance with Article 152, following consultation with the Assembly of the Department to which they belong,
  • recommends to the Senate the establishment of university laboratories to be located in the Department or in Divisions of the Department,
  • assigns teaching duties to the members of the Department’s teaching staff, adjunct teaching staff, special teaching staff, and technical teaching staff, as well as to the additional teaching and research staff for the Department’s first and second cycle programs;
  • recommends to the Senate the members of the curriculum committees and appoints a person responsible for each first-cycle program, if the Department organizes more than one program;
  • proposes the establishment, modification, or abolition of first, second, and third cycle study programs of the Department, as well as foreign language study programs,
  • prepares the guide for each first-cycle program and the internal regulations for second- and third-cycle programs, and submits them to the University Senate for approval,
  • approves the list of textbooks distributed for each educational activity of the curriculum,
  • recommends to the Senate the appointment of the Head of the Department and laboratory, when there are no candidates,
  • awards degrees for the study programs organized by the Department,
  • recommends to the Senate the awarding of the title of Honorary and Adjunct Professor and Honorary Doctorate,
  • approves the inclusion of a member of the teaching staff in a part-time employment scheme and the granting of scientific leave, unpaid leave, and parallel employment at a foreign university,
  • provides an opinion to the Senate on the transfer of members of the teaching staff, special teaching staff, special laboratory teaching staff, and technical staff from and to another department of the same or another Higher Education Institution in accordance with Article 153,
  • recommends to the Quality Assurance Committee the formation of teams for the internal evaluation of the Department, the individual academic units operating within it, and its study programs,
  • makes recommendations to the Dean’s Office regarding the Department’s needs for additional teaching staff,
  • invites and selects Visiting Professors under Article 171,
  • announces the positions of appointed teachers and sets up committees for their evaluation in accordance with Article 173,
  • assigns postgraduate students to carry out auxiliary teaching work in first-cycle study programs and doctoral candidates to carry out auxiliary teaching work in first- and second-cycle study programs of the Department,
  • awards scholarships for excellence and reciprocal scholarships to students enrolled in the Department’s study programs,
  • seeks all kinds of funding, donations, financial support, and sponsorships to support the educational, research, and general activities of the Department and to upgrade its infrastructure,
  • makes recommendations to the Dean’s Office regarding the needs of the Department and the smooth and orderly conduct of the educational and research work of the Department and its individual academic units, as well as for the execution of projects and studies for the maintenance or upgrading of the infrastructure and equipment allocated to the Department.
  • sets up committees to study or deal with specific issues falling within its remit,
  • grants permission for teaching, research, laboratory or clinical work and scientific work in general by a member of the Teaching and research Staff, Laboratory Teaching Staff, and Special Technical Laboratory Staff of the Department in more than one Division of the same Department, upon request and after consultation with the Division or Department where the work is to be carried out,
  • decides on the allocation of staff serving in the Department or in the Division of the Department,
  • approves the transfer of a member of staff from one Division to another within the same Department, following a request by the person concerned and the opinion of the Divisions,
  • exercises all powers relating to matters concerning the members of the Department’s Laboratory Teaching Staff, and Special Technical Laboratory Staff of the Department, unless such powers are specifically assigned to another body of the HEI by virtue of a special provision, and
  • exercises any other powers provided for in the internal regulations of the HEI.

 

  1. Chair and Vice-Chair of the Department

Electionprocedure (Article 32, Law 4957/22)

  1. The Chair and Vice-Chair of the Department are elected from among the full-time members of the Teaching and Research Staff (TRS) at the rank of Professor or Associate Professor for a term of three years.
  2. The following persons are not eligible to stand for the position of Chair or Vice-Chair: (a) those who retire from service due to reaching the age limit during their term of office in the position advertised, and (b) those who have been elected for four (4) terms, consecutive or not, to the position of Chair of the same or another Department of a Higher Education Institution (HEI).

The Administrative Council appoints a Department Chair or Vice-Chair if no nominations have been submitted.

 

Powers of the Chair and Vice-Chair of the Department (Article 33, Law 4957/22)

  1. The Chair has the following powers:
  2. a) heads the Department and supervises its smooth operation,
  3. b) participates in the Senate and the Dean’s Council representing the Department and makes recommendations to the competent bodies of the Higher Education Institution (HEI) on issues related to its needs and operation,
  4. c) convenes the Department Assembly, presides over its proceedings, draws up the agenda, appoints a rapporteur for the Assembly’s agenda items if he/she does not propose the items himself/herself, and ensures that its decisions are implemented,
  5. d) convenes the Board of Directors, prepares the agenda, chairs its proceedings, and ensures that its decisions are implemented,
  6. e) informs the Assembly and the Board of Directors about the decisions of the Senate and the Dean’s Council concerning the Department, as well as the general operation of the University,
  7. f) monitors the educational functioning of the first-cycle study programs provided by the Department, if no program coordinator has been appointed,
  8. g) issues acts for the inclusion of members of the Teaching and Research Staff (TRS) in part-time employment, following a decision by the Assembly,
  9. h) grants the leaves of absence referred to in Article 157 to the Department’s staff, for which the Chair is responsible, following a decision by the Department Assembly,
  10. i) approves the transfer of faculty members, if the transfer is carried out for the needs of the Department,
  11. j) forwards the opinions, proposals, or recommendations of the Department Assembly to the competent bodies of the HEI,

(k) establishes committees to study or handle specific issues falling within the Department’s remit;

(l) keeps the Department’s scientific publications register,

(m) drafts and approves the annual report on the Department’s activities, which it submits for approvalto the Department Assembly and forwards it to the Dean’s Office, the Senate, and the Administrative Council of the HEI,

(j) exercises any other powers specified in the internal regulations of the HEI.

 

  1. The Vice-Chair performs the duties of the Chair if the Chair is absent or temporarily unable to perform those duties.
